Removes five-year vesting requirement for members of the Teachers' and State Employees' Retirement System and Consolidated Judicial Retirement System who became members on or after August 1, 2011, returning to the same vesting standards as pre-August 1, 2011 members.

Eliminates separate retirement eligibility provisions for post-August 1, 2011 members, requiring them to meet the same age and service requirements as earlier members (5 years of service at age 60, or 30 years of service regardless of age).

Repeals enhanced early retirement options that were available to post-August 1, 2011 members, including early reduced allowances for members with 10-25 years of service.

Modifies long-term disability benefit provisions to remove special conversion rules that allowed post-August 1, 2011 members to count disability service toward the 10-year vesting requirement.

Updates law enforcement officer separation allowance eligibility to align with the five-year vesting standard, changing the requirement from 10 years to 5 years of continuous service as a law enforcement officer.
