Allows parking meters in Winston-Salem to be activated by coins, tokens, cash, or any other commercially available prepayment credit or debit means, expanding beyond the current coins or tokens only requirement.

Amends G.S. 160A-301(a) to broaden the methods of payment accepted for on-street parking meter activation.

Requires proceeds from parking meters to continue being used to defray costs of enforcing and administering traffic and parking ordinances and regulations.

Applies exclusively to the City of Winston-Salem.

Effective immediately upon becoming law.
