H1199 - Restore Career Status

• Repeals provisions from 2013 legislation (S.L. 2013-360, Sections 9.6 and 9.7) and reenacts G.S. 115C-325 as it existed on July 31, 2013, restoring the prior teacher employment system.

• Establishes three pathways for teachers to achieve career status: automatic achievement if rated "highly effective" after four years; denial if rated "in need of improvement"; or board discretionary vote in all other cases.

• Allows revocation of career status if a teacher receives "in need of improvement" ratings for two consecutive years and may then serve as probationary teacher with opportunity to regain career status.

• Permits teachers who achieve career status with "highly effective" ratings to transfer between North Carolina schools without serving another probationary period and restricts ability to revoke career status of teachers maintaining "highly effective" ratings.

• Requires local boards to honor four-year employment contracts offered as of the effective date, including $500 annual pay raises per year, and allows teachers with career status as of 2013-2014 school year to retain that status.
