Counties and cities must obtain approval from the North Carolina Building Code Council before adopting local ordinances requiring additional building inspections beyond those specified in the North Carolina Building Code.

The North Carolina Building Code Council shall revise the Residential Code for One- and Two-Family Dwellings every six years, with revisions effective January 1st and at least six months between adoption and implementation, with the first revision cycle due January 1, 2019.

Cable television company equipment and facilities are exempted from building code regulation, similar to existing exemptions for public utility structures and equipment.

The Department of Insurance must publish appeal decisions, formal opinions, and commentaries on the building code at least semiannually in the North Carolina Register and on its website.

Local governments retain authority to conduct inspections in response to unforeseen or unique circumstances requiring immediate action that are not routine inspections.
