Authorizes the Division of Motor Fleet Management to develop and implement a telematics pilot project during the 2014-2015 fiscal year to test effectiveness and efficiency of vehicle monitoring technology in state-owned vehicles.

Requires installation of both basic and comprehensive telematics packages in a representative sample of vehicles to assess costs against potential savings and evaluate different service levels.

Mandates a report to the Joint Legislative Committee on Governmental Operations by June 1, 2015, including installation results, recommended service packages, policy modifications, integration plans, costs, timelines, and estimated savings.

Appropriates $1,000,000 from the Motor Fleet Management Fund to develop and implement the pilot project.

Becomes effective July 1, 2014.
