Appropriates $39,886 in recurring general funds for fiscal year 2014-2015 to provide four scholarships through the State Education Assistance Authority for wounded warriors pursuing motorsports technology, management, or race car technology programs at North Carolina community colleges or UNC institutions.

Allows the State Education Assistance Authority to use up to 3.5% of funds for scholarship administration with the remainder allocated directly to scholarships.

Requires scholarship recipients to be legal North Carolina residents, enrolled as undergraduate students, members of the Wounded Warrior Program, and maintain satisfactory academic progress to continue receiving the scholarship.

Appropriates an additional $20,000 in recurring Education Lottery Fund dollars for fiscal year 2014-2015 to market scholarship availability to Wounded Warrior Program members at Fort Bragg and Camp Lejeune.

Becomes effective July 1, 2014.
