Establishes the House Select Committee on a Convention of the States to study federalism and potential abuses of federal authority.

Directs the committee to determine whether North Carolina should apply to Congress for a Convention of the States under Article V of the U.S. Constitution to propose constitutional amendments limiting federal fiscal spending, federal power and jurisdiction, and terms of office for federal officials.

Charges the committee with examining the economic impact of federal executive branch actions on North Carolina citizens and businesses, and whether enforcement of federal law has exceeded original legislative intent.

Requires the committee to evaluate whether North Carolina can locally administer federally-directed programs more efficiently and to compare North Carolina's net contributions to the federal government against benefits received.
