Removes mandatory opening and closing date requirements for public schools in Haywood, Madison, and Yancey counties, allowing local boards of education to determine these dates with greater flexibility.

Eliminates the restriction that student opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these three counties.

Removes provisions allowing the State Board of Education to grant waivers for early opening dates based on "good cause" (eight school closures per year during any four of the last 10 years).

Applies only to Haywood, Madison, and Yancey County schools and takes effect beginning with the 2013-2014 school year.
