Revises and consolidates the Town of Mount Gilead's charter, continuing the town as a municipal corporation in Montgomery County with powers conferred by the charter and general law.

Establishes a council-manager form of government with a Mayor elected for two-year terms and a four-member Board of Commissioners elected for staggered four-year terms, with elections held in odd-numbered years.

Creates a recall mechanism allowing voters to remove elected officials upon submission of a petition signed by at least 25% of voters from the last municipal election, followed by a recall election requiring majority vote for removal.

Grants the Board authority to order street and sidewalk improvements without petitions, assessing 50% of costs to abutting property owners for projects not exceeding 1,200 linear feet, subject to specific findings of public interest.

Repeals eight prior acts dating from 1899 to 1997 concerning Mount Gilead's governance, while preserving existing ordinances, rights, and pending legal actions not inconsistent with the new charter.
