H1212 - Burlington Charter Revision and Consolidation

• Revises and consolidates the Charter of the City of Burlington, organizing municipal government structure, powers, and procedures into a single comprehensive document.

• Establishes City Council composition of four members and a Mayor, all elected at large, with the Mayor serving two-year terms and Council members serving four-year terms.

• Defines powers and duties of the City Manager as administrative head responsible for appointment of department heads and employees, and establishes other administrative offices including City Clerk, Finance Director, City Attorney, Chief of Police, and Fire Chief.

• Authorizes the City Council to establish special assessments for local improvements including street paving, water mains, sanitary and storm sewers, and sidewalks, with detailed procedures for petitions, hearings, and collection.

• Repeals eleven previous local acts dating from 1961 to 2010 that had been consolidated into this revised charter, while preserving existing ordinances and legal rights.
