Allows local government units to enroll their employees, retirees, and dependents in the State Health Plan for Teachers and State Employees on a fully contributory basis.

Requires participating local government units to pass a resolution, enter into a memorandum of understanding with the Plan, and provide 45 days' notice before enrolling.

Mandates that local government units determine employee and retiree eligibility, premium contributions, and which plan options to offer (though premiums must match state employee rates).

Sunsets the eligibility provision on January 1, 2018, except that retirees who retired before that date while covered under this section may continue coverage along with their dependents.

Applies interest charges of 1.5% per month on late premium payments from local government units and clarifies that no retirement system funds transfer to or from the Retirement System for Teachers and State Employees.
