Authorizes the City of Durham to allow payment for on-street parking through various means including coins, currency, tokens, credit cards, or electronic means instead of requiring only parking meters.

Permits Durham to require any person parking a vehicle to pay a specified fee for the entire time the vehicle remains in a parking location, up to the maximum time allowed.

Expands the allowable use of parking meter proceeds from solely enforcing and administering traffic and parking ordinances to include operating the city's parking program or providing parking facilities.

Applies only to the City of Durham and becomes effective when signed into law.
