Authorizes the State Board of Community Colleges to waive tuition and registration fees for law enforcement entities serving nonprofit health care facilities that operate under G.S. 131A-8.

Requires that nonprofit law enforcement entities requesting fee waivers must enroll in specialized courses on an approved course list maintained by the State Board of Community Colleges.

Appropriates $35,000 in recurring General Fund monies to the Community Colleges System Office for fiscal year 2014-2015 to implement the waiver requirements.

Becomes effective July 1, 2014, and applies to all tuition and registration fee waivers granted on or after that date.
