Creates an Intractable Epilepsy Alternative Treatment Pilot Study Program allowing board-certified neurologists at UNC Chapel Hill, East Carolina University, Duke University, and Wake Forest University to conduct research on hemp extract for treating intractable epilepsy.

Establishes a registration database maintained by the Department of Health and Human Services to track participating neurologists, patients, caregivers, and pilot studies, with access provided to law enforcement for verification purposes.

Permits caregivers of epilepsy patients to obtain annual registration cards (valid one year, $50 fee; $25 renewal) authorizing possession and use of hemp extract meeting specified standards: less than 0.3% THC and at least 10% CBD by weight.

Provides legal immunity for participating neurologists who approve or recommend hemp extract treatment under the pilot study program and protects them from prosecution, penalties, or disciplinary action.

Requires the Department of Health and Human Services to adopt temporary rules by October 1, 2014, to implement the program, with hemp extract possession and administration provisions effective upon rule adoption.
