Requires special elections to fill U.S. House of Representatives vacancies to be held within six months from the date the vacancy occurs, with the Governor issuing a writ of election by proclamation.

Eliminates the distinction between early and late congressional vacancies and establishes that all nominations for special elections shall be made by political party congressional district executive committees rather than through primary elections.

Removes provisions allowing the Governor to call special primary elections and eliminates the Governor's authority to set filing deadlines and absentee voting periods for special congressional elections.

Requires the chairman and secretary of each political party congressional district executive committee to certify nominated candidates to the State Board of Elections for printing on special election ballots.
