Prohibits sale, lease, rental, or gifting of Broughton Hospital state-owned property without General Assembly approval, effective July 1, 2014 and in subsequent fiscal years.

Requires the Department of Health and Human Services to maintain Broughton Hospital facilities in their current condition or ensure they remain suitable for use without major repairs when authorization for disposition is granted.

Appropriates $400,000 from the General Fund to the Department of Commerce for fiscal year 2014-2015 to study potential future uses of the vacated hospital facilities and adjoining state-owned properties.

Study must examine potential uses, economic benefits to the state and local governments, costs to public and private sectors, and other relevant matters related to the facility's redevelopment.

Requires Department of Commerce to submit an interim report by December 31, 2014 and a final report by June 30, 2015 to legislative committees on health, economic development, and governmental operations.
