Reauthorizes the Division of Motor Vehicles to produce "S.T.A.R." special registration plates with previously established fee amounts and fee distribution structure.

Expands the list of special registration plates that are not required to display a "First in Flight" background, adding Native Brook Trout, Red Drum, and S.T.A.R. plates to the exempted list.

Requires the Division to receive at least 200 applications for special plates authorized on or after July 1, 2013 before issuing them on a non-"First in Flight" background.

Effective upon enactment into law.
