Eliminates authority of the Board of Transportation to establish tolls on untolled ferry routes, removing the tolling process that required local transportation planning organization approval and public hearings.

Removes provisions requiring the Department of Transportation to report toll rate changes to the Fiscal Research Division and legislative oversight committees.

Appropriates $5,000,000 in recurring Highway Fund money to the Department of Transportation's Division of Ferries for ferry vessel replacement, effective July 1, 2014.

Authorizes the Department to generate revenue for ferry vessel replacement through concessions, sponsorships, naming rights, and advertising on ferry vessels and facilities.

Clarifies that the Department may not use identifying information collected from ferry users for toll collection purposes, and establishes confidentiality protections for personal and financial information related to ferry operations.
