Allows the Town of Leland to hold a city ABC store election by removing the requirement that the county must not operate ABC stores.

Modifies G.S. 18B-600(d) to eliminate the condition that a city can only hold an ABC store election if its county does not operate ABC stores.

Retains the existing requirement that a city must have at least 1,000 registered voters to hold an ABC store election.

Applies exclusively to the Town of Leland as a local bill.

Becomes effective upon enactment.
