Repeals Chapter 350 of the 1991 Session Laws.

Removes the Village of Bald Head Island from the application of Chapter 16 of the 1991 Session Laws, limiting that chapter's application to the Towns of Stallings and White Lake only.

Adds post office facilities and services to the definition of "public enterprise" under G.S. 160A-311, allowing contract operations with governmental or commercial entities including mail delivery, package services, packing supplies, courier services, copying, fax, printing, and mailbox services.

The post office expansion applies exclusively to the Village of Bald Head Island.

Effective upon becoming law.
