Requires the State Treasurer to collect and maintain as public records all information on fees paid to investment managers handling state retirement system funds.

Mandates disclosure of investment management fees, asset-based fees, performance fees, incentive fees, fund of fund fees, operating fees, transaction fees, property management fees, payments to placement agents, and any other related expenses.

Specifies that fee information is classified as a public record under G.S. 132-1 and is not confidential or a trade secret, regardless of whether fees are paid directly by the State or Retirement Systems or by other parties.

Effective July 1, 2014, applying to information and documentation related to fees paid on or after that date.
