Restores the early voting period for North Carolina elections by extending the start date for one-stop voting from the second Thursday before an election to the third Thursday before general elections in even-numbered years and the first primary election in even-numbered years.

Maintains the requirement that one-stop voting must conclude by 1:00 P.M. on the last Saturday before the election, with county boards of elections required to conduct voting on that final Saturday.

Applies to all primary and general elections in which absentee ballots are authorized, allowing voters to appear in person at their county board of elections office to register and vote simultaneously.

Becomes effective upon enactment and applies to elections held on or after September 1, 2014.
