Allows student identification cards from University of North Carolina institutions, accredited private colleges and universities in North Carolina, and North Carolina community colleges to be used as valid voter identification.

Requires student photo ID cards to have a printed expiration date and be unexpired at the time of voting, consistent with other acceptable forms of photo identification.

Exempts college student IDs from the provision allowing voters age 70 or older to use expired identification if it was valid on their 70th birthday.

Effective upon enactment.
