Extends the deadline for filing claims for compensation under the Eugenics Asexualization and Sterilization Compensation Program from June 30, 2014 to September 30, 2014

Clarifies that claims may be filed by persons entitled to inherit under the Intestate Succession Act if no claim has been filed by someone previously authorized to act on the claimant's behalf

Specifies that inheritance rights are determined as if the claimant had died intestate on the day the claim was filed

Maintains the requirement that individuals receiving compensation must be determined by a preponderance of evidence to be qualified recipients, with competent adults who gave informed consent excluded from eligibility

Extends the expiration date of Commission rules governing claim processing to June 30, 2018 or when all claims are finally adjudicated, whichever is earlier
