Allows elected public officials to serve on the Greater Asheville Regional Airport Authority (ARAA) if appointed by their own governing body, limited to one person per appointing authority (Asheville City Council, Buncombe County Board of Commissioners, and Henderson County Board of Commissioners).

Restricts elected officials serving on the Authority to one per each of the three appointing authorities at any given time.

Changes eminent domain authorization requirement from joint approval by all three appointing authorities to approval by only the affected appointing authority.

Maintains existing restrictions on eminent domain use, prohibiting acquisition of property for non-airport purposes such as hotels, motels, restaurants, or industrial parks.

Section 4 provisions regarding eminent domain take effect immediately upon enactment; remaining provisions effective when the act becomes law.
