Adds new subsection (g) to G.S. 132-1.1 to exclude proprietary computer code written by and for use by North Carolina government agencies and their subdivisions from public records.

Proprietary computer code created by state and local government entities is explicitly classified as not a public record under the Public Records Act.

Applies retroactively to public records existing before, on, or after the law's effective date.

Effective upon ratification on June 12, 2013.
