Allows Buncombe County Board of Commissioners to consolidate fire protection districts under Chapter 69, Article 3A and Chapter 153A, Article 16 of the General Statutes by adopting an ordinance.

Requires a public hearing with at least 10 days' notice in a newspaper of general circulation before the Board of Commissioners may adopt a consolidation ordinance.

Sets the effective date of any consolidation ordinance as June 30 in the year of adoption (if adopted more than 90 days before June 30) or June 30 of the following year.

Preserves all existing rights and liabilities of the county, taxpayers, and other persons regarding previously levied taxes.

Applies only to Buncombe County and becomes effective when signed into law.
