Expresses North Carolina House of Representatives support for a Convention of the States to propose amendments to the United States Constitution once two-thirds of state legislatures have applied.

Cites concerns about the Citizens United v. Federal Election Commission Supreme Court decision and its effects on campaign spending and political influence as primary motivation for supporting a constitutional convention.

Requests that convention delegates be comprised equally from individuals currently elected to state and local office or selected by election in each congressional district, with all federal office holders (current or former) prohibited from serving as delegates.

Directs the House Principal Clerk to transmit certified copies of the resolution to the President, Vice President, Speaker of the House, Senate President Pro Tempore, and all North Carolina members of Congress.

Takes effect upon adoption.
