Requires candidate campaign committees for legislators and members of the Council of State to disclose whether the legislator or council member has established a federal campaign committee in reports filed under G.S. 163-278.9.

Mandates disclosure of whether a federal campaign committee has solicited or accepted contributions from registered lobbyists or lobbyist principals while the General Assembly was in regular session.

Requires legislators and public servants with federal campaign committees to file supplemental monthly statements of economic interest while the General Assembly is in session, disclosing any solicitations or acceptance of contributions from registered lobbyists or lobbyist principals.

Takes effect upon becoming law.
