Clarifies that a voter's death after casting a mail-in absentee ballot or in-person early vote cannot be grounds for challenging that ballot.

Protects ballots cast in person during early voting periods, through standard absentee ballot procedures, or under the Uniform Military and Overseas Voters Act.

Specifies that the voter must have been alive at the time of casting the ballot for this protection to apply.

Effective upon becoming law and applies to all elections held after enactment.
