Honors the life and memory of James Monroe "Jim" Gulley, former North Carolina House of Representatives member who served seven terms between 1997 and 2010.

Recognizes Gulley's service including his role as chair of the Committee on Wildlife Resources, chair of the State Government Subcommittee on State Parks Facilities and Property, and vice-chair of the Committees on Science and Technology.

Acknowledges Gulley's community involvement as a Matthews Town Council member, volunteer firefighter board member, youth sports coach, and co-founder of Queens Grant Charter School.

Expresses the General Assembly's appreciation for Gulley's life and service, extends sympathy to his family, and directs the Secretary of State to transmit a certified copy to his family.

Gulley died May 20, 2014, at age 75, and is survived by his wife of 55 years, two children, and four grandchildren.
