Requires state agencies to submit biennial reports by September 1 of even-numbered years to the Department of Administration and Program Evaluation Division detailing their use of real property, including location, square footage, acquisition costs, current use, and identification of unused or underutilized property.

Mandates state agencies to automatically designate property as surplus if it remains unused or underutilized in consecutive biennial reports.

Requires state agencies to annually report by February 1 the revenue generated from leasing space on state-owned property to legislative appropriations committees and the Fiscal Research Division.

Establishes a process for inventorying state-owned submerged lands in noncoastal counties, requiring the Department of Environment and Natural Resources to register claims by December 31, 2015, and prohibits structures on state-owned submerged lands without Department of Administration easements.

Clarifies that state employees must report damage or loss from motor vehicle accidents or unintentional property loss to the State Bureau of Investigation, with exemptions for accidental incidents.
