Clarifies that the Charlotte Douglas International Airport Commission is an agency of and within the City of Charlotte, with the City retaining ownership of all airport property and operations.

Extends the Charlotte Douglas International Airport Oversight Committee's existence from July 1, 2015 to July 1, 2016, and shifts reporting deadlines from June 2014/2015 to June 2015/2016.

Specifies that the Commission shall budget according to Local Government Budget and Fiscal Control Act provisions for special districts but shall not be deemed a special district for any other purpose.

Grants the Commission authority to apply for and hold an FAA airport operating certificate and requires the City Council, Mayor, and City Manager to take necessary actions to secure FAA approval for Commission operation of the airport.

Clarifies the Commission's powers regarding property management, contracts, employment, debt issuance, and intergovernmental cooperation, while specifying that the City Council retains eminent domain authority for airport property acquisition.
