Removes the Garden Parkway (Gaston East-West Connector) from the list of authorized Turnpike Authority projects, reducing the number of projects from eight to seven.

Eliminates $35,000,000 in annual appropriations from the Highway Trust Fund previously designated for Garden Parkway debt service, reducing total Turnpike Authority funding from $112,000,000 to $77,000,000 annually.

Prohibits the North Carolina Department of Transportation from expending any additional funds on Garden Parkway planning, design, financing, or construction during the 2013-2015 fiscal biennium.

Reallocates the $35,000,000 previously earmarked for the Garden Parkway to support debt service on the Triangle Expressway, Monroe Connector/Bypass, and Mid-Currituck Bridge projects.

Takes effect July 1, 2013, with the spending prohibition effective immediately upon enactment.
