Permits for sanitary landfills and transfer stations may now be issued for either a 5-year or 10-year design and operation phase, with 10-year permits subject to a limited review after 5 years.

Added new fee categories for 10-year permits across all landfill types (municipal solid waste, construction and demolition, industrial) and transfer stations, with fees approximately 50-54% higher than comparable 5-year permit fees.

Introduced "major permit modification" category for 10-year permits to cover changes to engineering plans that don't qualify as amendments or other modifications, with separate fee schedules.

Established new "permit modification" category for 5-year limited reviews of 10-year permits, including review of operations plans, closure plans, financial assurance, and environmental monitoring.

Effective for permit applications submitted on or after July 1, 2013.
