Expands the Bernard Allen Memorial Emergency Drinking Water Fund to pay for notification, testing (including additional confirmatory testing), alternative water supplies, and monitoring of filtration systems for contaminated private wells.

Increases the maximum reimbursement from the Fund for waterline extension projects from $10,000 to $50,000 per household or service connection.

Allows more frequent testing of private wells (more than once every three years) if contaminant concentrations are increasing and at risk of exceeding drinking water action levels within three years.

Adds authorization for the Fund to pay repair costs, such as filtration systems, in addition to replacement of contaminated wells or connection to public water supplies.

Increases the annual amount the Department can use from the Fund for implementation costs from $100,000 to an explicitly stated annual amount, and requires annual reporting to the Environmental Review Commission and legislative appropriations committees on Fund expenditures and benefits.
