Increases the maximum reward the North Carolina Governor may offer for apprehension of a fugitive from justice from $10,000 to $100,000 under G.S. 15-53.

Increases the maximum reward the Governor may offer for information leading to arrest and conviction of a suspected felon from $10,000 to $100,000 under G.S. 15-53.1.

Updates gender-neutral language in both statutes to replace references to "him" with "the Governor" or "anyone."

Became effective upon enactment on July 18, 2013.
