Adds the City of Lowell to the list of municipalities authorized to regulate utility vehicle operation on public streets and roads within their jurisdiction.

Allows the City of Lowell to enact ordinances requiring utility vehicle registration, designating authorized operators, and specifying equipment requirements and load limits.

Permits the City of Lowell to regulate the hours and methods of utility vehicle operation through local ordinance.

Changes the reference from "City" to "Cities" (plural) in the authorization statute to accommodate the addition of Lowell alongside the City of Conover.

Effective upon enactment on June 20, 2013.
