Creates new criminal offense for parents or caregivers who knowingly or wantonly fail to report a child's disappearance (no contact for 24 hours) to law enforcement, punishable as a Class I felony.

Establishes Class 1 misdemeanor offense for any person who reasonably suspects a child's disappearance and danger but fails to report suspicions to law enforcement within a reasonable time.

Increases penalty for concealing a child's death (under age 16) from Class I felony to Class H felony for failing to notify law enforcement or secretly disposing of the body.

Elevates false or misleading reports to law enforcement about a missing child or child victim of serious felonies (Class A, B1, B2, or C) from Class 2 misdemeanor to Class H felony.

Makes it a Class 1 misdemeanor to knowingly or wantonly fail to report abuse, neglect, dependency, or death from maltreatment of a juvenile, or to prevent another person from making such reports.
