Authorizes vehicles operated by the Division of Parks and Recreation and North Carolina Forest Service to use special lights, sirens, and other emergency equipment when used exclusively for law enforcement, firefighting, or emergency response purposes.

Permits vehicles from the Division of Parks and Recreation and North Carolina Forest Service to display red or blue emergency lights and to exceed speed limits when responding to emergencies or law enforcement calls.

Grants right-of-way privileges to emergency vehicles operated by the Division of Parks and Recreation and North Carolina Forest Service when equipped with appropriate warning signals.

Adds REACT International, Inc. official members and teams to entities authorized to operate vehicles with emergency lights for law enforcement and firefighting support purposes.

Directs the Department of Public Safety to study methods for deploying prisoners to assist with cleanup and mitigation efforts during declared states of emergency, with findings due by October 1, 2013.
