Establishes the Joint Legislative Oversight Committee on General Government consisting of 12 members: 6 senators appointed by the President Pro Tempore and 6 representatives appointed by the Speaker of the House.

Committee members serve two-year terms beginning when the General Assembly convenes in odd-numbered years; members may complete their term even if they leave office, but resignation or removal from the General Assembly automatically removes them from the Committee.

Authorizes the Committee to examine programs, operations, and policies of 18 general government agencies and offices including Administration, State Auditor, Cultural Resources, Governor's Office, Insurance, Revenue, and Elections, among others.

Grants the Committee powers to review budget compliance, monitor expenditures, receive agency reports and audits, identify duplicative functions, and monitor service quality; may make reports and recommendations to the General Assembly.

Requires two cochairs designated by the President Pro Tempore and Speaker; establishes a five-member quorum requirement and allows the Committee to hire consultants and establish subcommittees; agencies must transmit copies of reports to the Committee cochairs.
