HB 156 - Honest Lottery Act

• Prohibits misleading, unfair, or deceptive lottery advertising and requires ads stating total payments to disclose present value of prizes and ads stating odds to disclose odds of winning the largest prize.

• Bans lottery advertising or sponsorship in connection with high school or collegiate sports and prohibits advertising with cartoon characters appealing to minors.

• Restricts lottery game types to draw-style and instant scratch-off games unless the General Assembly approves other types.

• Requires the University of North Carolina to develop educational materials on lottery probabilities for high school civics and math courses and to commission research on lottery participation patterns and sales locations by neighborhood socioeconomic factors.

• Changes contractor disclosure requirements to include employee demographic data by race, age, sex, and nationality, and reduces the subcontracting threshold requiring full disclosure from 25% to 20% of contract costs.
