Requires that excess unreserved credit balances in North Carolina's Highway Fund be allocated to reserves for access and public roads or other urgent road construction and road maintenance needs.

Limits individual projects funded from this reserve to a maximum of $5 million and prohibits use for nontransportation administrative costs, nontransportation information technology costs, or economic development purposes.

Requires the Department of Transportation to submit expenditure requests to the Director of the Budget and report proposed projects to the Fiscal Research Division and relevant appropriations committees at least five days before submission.

Mandates reports include project descriptions, justifications, total project costs, funding amounts from the reserve, and other funding sources, certified by the Department of Transportation's chief financial officer.

Takes effect July 1, 2014.
