Repeals the requirement that all special registration plates display a "First in Flight" background design.

Authorizes the Division of Motor Vehicles to produce two new special registration plates: one featuring a Native Brook Trout and one featuring a Red Drum, both native to North Carolina.

Sets an additional $30.00 fee for both Native Brook Trout and Red Drum plates, subject to regular motor vehicle registration fees.

Requires a minimum of 300 applications before either new plate can be developed; revenue from Native Brook Trout plates funds the Wildlife Resources Commission for brook trout habitat protection and public access, while Red Drum plate revenue funds the Marine Fisheries Commission for similar purposes.

Effective date: July 1, 2013.
