Prohibits state and local government contracts with contractors who knowingly employ or contract with illegal immigrants to perform work on construction, repair, or supply contracts.

Requires all contractors bidding on or entering into state and local government contracts to verify each employee's authorization to work in the United States using the E-Verify Program prior to submitting bids.

Mandates contractors to certify on an approved form that they have verified employee work authorization; submitting a false certification is a Class I felony.

Voids any contract in violation of these requirements, though continuation may be approved by the Secretary of Administration if immediate termination would harm public health or welfare.

Prohibits contractors found to have knowingly used illegal immigrants from bidding on or contracting with any state or local government entity for one year following discovery of the violation; effective October 1, 2013.
