Separates the notice requirement for proposed rules into two distinct components: a short explanation of the reason for the rule and a separate link to agency website information required by G.S. 150B-19.1(c).

Adds clarification that written comments on proposed rules must be submitted to "the person within the agency" designated for that purpose.

Removes the requirement that notice of proposed rules include the procedure for objecting to rules and the requirements for subjecting rules to legislative review.

Modifies G.S. 150B-21.7 to require the adopting agency to notify the Codifier of Rules when a rule is repealed due to law repeal or executive order abolishment, rather than requiring the Director of Fiscal Research to make that notification.

Removes the 10-business-day deadline for the Codifier of Rules to revise the form of submitted rules and clarifies procedures for jurisdiction in judicial review of contested cases by allowing petitions to be filed in Wake County or the county where the party who commenced the contested case resides.
