Directs the Joint Legislative Program Evaluation Oversight Committee to include a study of occupational licensing boards in the Program Evaluation Division's 2013-2014 work plan.

Requires the study to evaluate the structure, organization, and operation of independent occupational licensing boards as defined in G.S. 93B-1.

Study must examine feasibility of creating a single state agency to oversee administration of all or some occupational licensing boards while boards retain regulatory functions.

Study must assess whether combining administrative functions could improve efficiency and cost-effectiveness, and whether reducing the total number of boards through consolidation or elimination is advisable.

Program Evaluation Division shall submit findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee and Joint Legislative Administrative Procedure Oversight Committee at a date determined by the former committee.
