Designates concealed handgun permit lists and pistol purchase permit information as confidential records not subject to public disclosure under G.S. 132-1.

Restricts access to permit information to State and local law enforcement agencies, who may request the records from sheriffs.

Requires sheriffs to maintain a confidential list of permit holders and send copies of permits to the State Bureau of Investigation within five days of issuance.

Makes dealer records of pistol and weapon sales confidential, but allows State and local law enforcement agencies to access them upon request.

Takes effect December 1, 2013.
