Amends Article 3 of Chapter 58 of the General Statutes by adding new section 58-3-300 requiring health insurance issuers to comply with federal Public Health Service Act requirements.

Health insurance companies that issue, sell, renew, or offer health benefit plans in North Carolina's individual or group markets must meet requirements under 42 U.S.C. § 300gg-22(a)(1).

Grants the Department of Insurance authority to enforce Part A of Subchapter XXV of Chapter 6A of Title 42 of the United States Code and associated federal regulations.

Becomes effective upon enactment.
