Authorizes the Legislative Research Commission to conduct a comprehensive study of North Carolina's health care delivery system and certificate of need law.

Requires examination of federal barriers to market-based health care, including federal laws, regulations, and reimbursement issues affecting health care service delivery.

Requires examination of state-level barriers to market-based health care, including state laws, regulations, and reimbursement issues.

Directs comparison of same-day surgical services provided by hospital-based operating rooms versus nonhospital-based ambulatory surgical centers, evaluating cost, quality of care, availability, and charity care.

Requires the Legislative Research Commission to report interim findings to the 2014 General Assembly and final recommendations to the 2015 General Assembly.
